Records Access Officer
Tom Evans has been the Executive Director of the Cambridge Redevelopment Authority (CRA) since 2013. He has led the CRA through an organizational restructuring and strategic planning process. He is now facilitating infill development projects in Kendall Square and launching new community investment initiatives citywide. Before coming to the CRA, Tom worked at MassDOT where he wrote sustainable transportation policies, notably the state’s GreenDOT Implementation Plan. Previously, Tom served as the Planning Division Manager of the San Francisco Redevelopment Agency, facilitating the planning, adoption, and implementation of signature revitalization plans along the southeast waterfront of San Francisco. He holds a Masters of City Planning from the University of California and a Bachelor's in Environmental Biology.
In her role at the CRA, Kathryn worked with the Board and staff to develop a strategic plan for the organization, a process that involved reimagining its role in the City and identifying opportunities for new endeavors. She is currently helping shepherd one of those projects – the Foundry - toward implementation. In her professional practice, Kathryn has been working with cities and institutions to shape their future development for over 25 years. Her commitment to community engagement has been effective in ensuring that regeneration efforts capture local interests and that implementation strategies are realistic. At national conferences, Ms. Madden has recently spoken about economic development, medical districts, and the university-city interface, and recent projects have been focused on community development in immigrant neighborhoods. Ms. Madden graduated from MIT with dual master’s degrees in City Planning and Architectural Studies, and currently teaches planning studios at the Harvard Graduate School of Design.
Ellen joined the Cambridge Redevelopment Authority in June 2014 as the CRA Office Manager. She focuses on the daily operations of the office and provides administrative support for the CRA Board, its Executive Director and the staff. Before coming to the CRA, Ellen worked for several nonprofits as their office administrator and bookkeeper. Her skills are process management, communication and humor! Ellen holds an MS in Computer Science from Boston University and a BA in Biology and Math from Binghamton University, SUNY.
Carlos joined the CRA as a Project Manager in May of 2016. Having served over 14 years as a Project Manager in the public sector in and around the Boston metropolitan area, Carlos provides a unique perspective and background. He comes to the CRA with knowledge and a distinct understanding of community engagement, transparency as well as innovative ideas in order to promote growth and success. Carlos possesses extensive project management experience from challenging projects of city owned and abandoned property, as well as experience with redevelopment of parks and open space. Carlos holds a BA with a concentration in Communication from the University of Massachusetts, Amherst.
Alexandra joined the CRA as a Project Planner in August of 2017. In her position, she supports the creation and implementation of new community revitalization efforts and ongoing planning work. Alexandra is skilled in geospatial data analysis, visualization and research. She also comes to the CRA with work experience managing community engagement and outreach programs for the City of Cambridge’s Environment and Transportation departments, and infill development rezoning for Ipswich, MA. Prior to moving to the Boston Area, Alex lived in New York City, where she managed construction and redevelopment projects. Alex has a Masters in Urban and Environmental Policy and Planning from Tufts University, a certificate in Sustainable Design, Construction and Development from NYU, and a dual B.A. in Geography and the Environment and International Studies from the University of Richmond.
Community Project Manager
Erica came to the CRA in 2018 from the nonprofit community development field, where she focused on issues of economic and racial equity. She has served as Executive Director of Southwest Boston CDC in the Hyde Park neighborhood of Boston, Community Organizer and Executive Director at WATCH CDC in Waltham, and Program Officer for Local Initiatives Support Corporation (LISC) in Connecticut. In these roles Erica has developed affordable housing, provided education and housing services for immigrants, preserved and restored open spaces, advanced social policies, and helped community members build their voice and determine how their community should evolve. She brings expertise and knowledge in community engagement, organizational development, program management, and real estate development. Erica holds a Masters of Urban and Environmental Policy and Planning from Tufts University.
