MXD Substation Development

Eversource’s Greater Cambridge Energy Program is a first-of-its-kind transmission initiative, creating the largest underground substation in the United States. The CRA collaborated with BXP and Eversource on the approval, design, and implementation of siting this new facility in the middle of Kendall Square.

The substation functions as an underground electrical facility and will house a new public open space above it at ground level. The site is nestled in between two upcoming buildings at 121 Broadway and 290 Binney Street.

Project Background

In 2019, Eversource announced plans for a new electrical substation on Fulkerson Street in the East Cambridge neighborhood. In 2020, the CRA joined Cambridge city staff and representatives from the local development community to explore an alternative site for the facility based on local community feedback.  Shortly after initial discussions, developer BXP approached the CRA about the idea of placing the substation on the site of the old Blue Garage located between Broadway and Binney Street. 

In addition to state-level review processes to site the substation underground in Kendall Square, the relocation required the CRA to amend its Kendall Square Urban Renewal Plan (KSURP) and update the area’s zoning.  These changes gave permission to locate the substation in the middle of Kendall Square’s commercial district, but also created additional development rights. These changes allowed expansions to Kendall Square’s future growth caps and reimagined public benefits that could come to the district.
